Does Payoneer no longer meet the requirements of PayPal?

Month ago my card disappeared from ebay account and from paypal payment method.
I asked costumer support and got this answer:

Unfortunately you can no longer use a Payoneer account as a bank account with PayPal. Payoneer is a virtual US bank account and therefore does not meet the requirements to be added as a bank account to your PayPal account.
Thank you for choosing PayPal.

How can I solve this problem and pay via paypal?

    Sorry for the late reply.

    Whenever you come across a situation where two entities interact with one another, you have to remember that it takes two to tango. Payoneer is capable of receiving payments from ewallets such as Paypal and many other online sites, however just because Payoneer supports receiving payments from the source does not mean they support the details Payoneer provides.

    In this case, while you may no longer be able to receive your funds from that specific source, remember that there are many other online sites and service that can be utilized to receive your funds.

    Payments can be withdrawn to paypal service certain requirements like name address and bank info need to match for it to workout if not mistaken
