Payoneer does not have a set list of banks to use in your country. You should be able to withdraw your funds at any ATM or bank there.
Some countries do not have local currency withdraw as an option. This is something Payoneer is striving to change, but it can take time as routes and agreements need to be established before this can happen.
Countries that do not have local currency withdrawal as an option will have the ability to receive payments in USD and/or in EUR.
In addition, the option to order the prepaid card for immediate access to your payments is also available, which can be a great alternative for the average user who needs access to their balance.
Once the system identifies that your referral earned at least $100 in total earnings, the $25 reward is credited to both you and your referrals account. Transfers from other Payoneer users does not count towards the requirement.

A transaction is usually put on pre-authorization until the merchant charges the transaction or release the amount back to your balance.
Because you have eventually been charged, I recommend you to contact the merchant in order to verify if your order has been sent to you or to let him know that where charged.
In case you were charged and would like to dispute the transaction, then you can verify all the details with Payoneer Customer Support.
Payoneer is a solution of payment designed to assist freelancers or companies to receive crossborder payments from companies located in United States, China, Japan, Europe, England or
from companies that transfer payment via Payoneer. But transferring funds from your own credit card or bank account to your Payoneer account is not supported
If you talked with the merchant and he told you that you will receive a refund then it can take up to 7 business days for the refund to be loaded to your account.

You won't be able to use the card if it is expired. You will need to order a new card, it can be done via Payoneer Customer Support on the phone, chat or by email.
