Hey @cynabunn, sometimes in these cases the company may be able to make an exception. I have seen cases, personally, where we closed an account and the user was able to ask the company to make an exception for them to receive their funds, and another payment method was used. I would suggest reaching out to the company directly and explaining your case to them and asking if you could use another payment method for your payments.

The Make a Payment option is generally not available upon account creation. You're able to receive funds, but not to send. You'll need to be more active in receiving payments from the different payment methods we offer in order to send funds to other users. Payments that qualify towards this activity include all payments received from companies that pay with Payoneer, or the Global Payment Service.
The exact amount of payments you must receive to your Payoneer account to activate the service varies depending on the service through which you received the payments. The amount also varies depending on your revenue source.
Once you have been active enough to receive payments from one or more of the services listed here, the Make a Payment service will be enabled for your account.
When a transaction fails but is still pending on your card, the pending status is a process called pre-authorization, which is a period where the merchant can either finalized or reject the transaction. Usually if the transaction was unsuccessful, like if you didn't get the funds in an ATM transaction, it would be rejected. The time that it is pending depends on the merchant, but for ATM it is usually about 9 business days or so. Once that time has passed, the merchant cannot charge the funds, sot they return to your card. In your case, this happens for your card on March 16th.
