Problem adding Payoneer to my Elance account

I have merged my Elance account with my payoneer account but whenever I try to add payoneer to my financial accounts at Elance I encounter a error every time please see this video for the error


Video will show what I am trying to do. during my chat with the live support the agent told me that I should contact Elance for this issue ... But when I have contacted Elance they said that this is a known payoneer issue and I need to contact Payoneer for this. Below is the email I received from Elance regarding this issue.

Please resolve this issue and please watch the video so you can understand what I am saying ... Please resolve this ASAP


I am tiered with this blame game both Elance and Payoneer CS blaming each other for the issue
