link card to paypal

I've been trying to link my payoneer card with my paypal account and apparently it didnt work,so i contacted with payoneer support team few hours ago and they told me that i have to load my payoneer card with atleast $1 to link my payoneer card with paypal.

 

Now my question is how can i load my payoneer card? I am from sri lanka btw

1. Partners (sites/businesses we work with)

2. US Payment Service (a service which allows you to receive payments from many approved US companies such as PayPal, Amazon, eBay and more)
