Why i always lost money everytime i got US payment?

1st is "Activation Fee" 03/29/2013, 2nd is "Annual Fee" Today (02/22/2014)

I got the card since 07/17/2012, i know every year there will be a fee for annual maintenance

But i got twice fee even it's not my 2nd years using Payoneer

Everyone know how to count a year is, but i really mad when actually i will charged at March this year and not today

I'm planning to use this money to pay registration of my work and now i lost it, even it's small amount but i need it so much

Please bring back my money, please i need it

    I understand the confusion.

    Please note that since you applied in July 2012 and only had sufficient funds to cover the annual fee in March 2013, that's when we charged you. If you count 12 months after March 2013, a year will have passed now, in the end of February. This is why your account was charged the next annual fee.

    I'm sorry for any inconvenience this may cause, but this is simply the fee structure.
