Account Reactivation

I have received a payoneer card which expiring in August 2015. I tried to activate this card 3-4 times and the web site displayed a message "Account Blocked". Today also I tried and the same problem. So I called one of your customer service agent and she said it is working fine with my email address. She is not sure about it and informed me that if there is any problem to call in a weekday.
I also worked in a card center and know the procedure of reactivating blocked cards. I am really disappointed about your calling agents.

I am a odesk freelancer and I will use the current skrill payment method instead of payoneer.
