Higher authorization amount for hotel booking

Just got charged for 48655 baht for booking a hotel. Accordingly to MasterCard exchange rates it should be around $1479 but in my transactions i see $1842.93 which is 25% more than expected!! Wtf?
contacted booking.com and hotel, they have sent me confirmation that they have charged me 48655 baht as it should be. Contacted Payoneer, still waiting for a reply...

    In accordance with prepaid card regulations, purchases at specific merchant types may be pre-authorized for an amount of up to 20% above the actual transaction amount. This is only for the pending authorization - once the merchant processes the transaction you will be charged only the actual amount.

    This is to ensure that you have sufficient funds on your card to complete the transaction, and is common with merchants such as hotels, restaurants, and car rental companies.
