How to Being a partner of Payoneer !

I am owner of Uploadcash.Org PPD Network , I have submitted my application to being a partner of payoneer to pay my members , but unfortunately both times my application has been rejected with an unclear reason .

in your messages you mentioned you will not work with such as our company , but there is some company who pay their members by payoneer , such as sharecash.org , adworkmedia etc .

may I know why my application has been rejected ? is it possible for uploadcash to work with payoneer ?
