Payoneer ATM fees in Europe

I have been issued a Payoneer card which was sent to me in Europe. I live in Romania and I was told by Payoneer Support that my Payoneer card has been issued in Germany.

When trying to withdraw USD from an ATM located in an airport in Germany, the transaction was denominated in EUR, at a huge commission: 10%.

When trying another withdrawal from the same ATM but this time in EUR, the transaction was denominated in GBP, again the commission being around 10%.

Back home the ATM is charging me no more than 3%.

Question is: since I was using the card in the country of issue, should not the fees be smaller since there is no cross-border transaction?

Generally speaking what are the 'best practices' for using Payoneer in Europe?
