How can we make complain on freelance or get money back?

I hired a freelance through Fiverr for a website, then he asked for pay him here. Now after payment, he didn't upload my website to my hosting account as he promised, I contacted him many times, he either told me family sick or vacation but not complete his work.
Now i already paid him and he is not doing his work. What am i suppose to do and can do, through Payoneer?
his email ID: [email protected], i paid on june 2 2015.
My first questions are:
1) if possible I can get my money back since he is not doing his work?
2) Does Payoneer has a rating sysytem, so i can rate or post for this person, at least other people can take a look for warning?
3) Can Payoneer sent email to notify this freelancer that his customer is makeing this complain?

    All of your three question answer is no. You did everything wrong. you should pay him on Fiverr instead here, so that Fiverr team can help you to get refund.

    Now what you can do is, take screenshot for everything, like your conversion, payment details and talk with Fiverr, so that they can take step.
