New bank account Number

Is this possible to get a new bank account number and routing number on an existing payoneer account ... i already have an account and a master card but paypal disconnected my bank account and cant add it again ... and i applied for a new payoneer card it was approved then i added my bank to paypal confirm it after 2 days then got an e mail that paypal tried to get their money back which they sent for confirmation and it was failed so bank disconnected again please help :s
