No private loads from New York.

Something has happened that I really do not understand. I have a client living in New York and for almost two years now he has been doing private loads to my credit card when required. All of a sudden Payoneer does not accept private loads from anyone in New York. What on earth is this all about? This is the ticket reference number: 150916-020045 and this is their reply: Unfortunately Payoneer’s Credit Card Loading Service is not currently supported for residents of New York.
