Waiting for 40 days already... is this normal for "3-5 days" approval?

Hello,
1. I have opened an account on Aug 26, was told it takes 3-5 days to get the application approved...
2. did not receive any reply after ~7 days so i decided to contact online chat, i was told that the application is in review and i will be contacted in a few days (yea ok).. nothing.
3. I waited till Sept 25th.. nothing.. so i opened a ticket (150925-006974), was told "Your question has been received. Your inquiry is important to us. Our staff will contact you within 3 business days.".. seems to be so important that they still didn't reply - 3 days is probably using some other time system because today is Oct 5th and 3 days still have not passed it seems..
So that's where i am now, Aug 26th till today and nothing..
Is it just me or everyone has this experience?
