hello i have familly in other country and they want send me money but they dont have payoneer card i think they have visa or mastercard i ask if they can send me money when ever they want if yes plz tell me how if their is link for that

As they have Mastercard / Visa, then can send You Money via Private Load system: https://load.payoneer.com/

Even You can send them a "Payment Request" Too. And it will take 7 Business day to appear in your account.

and when they send me money using their mastercard or visa i have to wait 7 business days that i can see it in my payoneer account ?

Yes, you got it clear and if you don't want to give them this link, instead you can send payment request too. See below image, just use Request a payment option.
