I entered my card at ATM then the ATM printed a card where it was written you are not permitted

I entered my card at ATM then the ATM printed a card where it was written that "You are not permitted to do this TNX" I have 0.13$ on my account. I have tried on DBBL, AB, City bank both where they have preferred Master card. So would you kindly tell me why the ATM is printing that I am not permitted to the TNX.

    Without sufficient Balance to enter your card in any ATM again, otherwise you will lose your card. Payoneer will charge few amount to check balance, withdraw balance or whatever you want, they have charging option.

    SO next time before insert in ATM, make sure you have sufficient Balance.

    Thanks for the details. But I need to know one more thing that if I load money from upwork more than 100$ then the message ("You are not permitted to do this TNX") will it come again?

    No, This was UpWork Problem which happens few days ago. I am sure now they solved this problem.

    no minimum but first time you have must be loaded payoneer partner site .
