Can Social Entrepreneurs apply for Payoneer Entrepreneurship awards 2016?

Hi, I'm from India and i just came across a post about The Payoneer Entrepreneurship Awards 2016. I know a couple of people who are social entrepreneurs and are tackling some important social issues in India through their work. Wanted to know if they also can apply for this awards? Or is it open only for business, for-profit entrepreneurs?
