Requested payment accepted but I haven't received that amount

Hi,

I have a new payoneer card and I've activated it using 16 digit pin (after shipment of card to me) and assigned atm pin to it. Now I reqested a payment of $110 to another (my friend's) Payoneer account, which was accepted by him but as soon as he accepted request, he received an email saying another account is not activated and no amount is deducted to your account but his account was debited by $110 and I haven't received that amount as well.

Can you please help us in recivering that amount?
