US dollar issue with Paypal Canada - Can Payoneer solution work?

Basic question perhaps.
We have a Canadian business. Have a business Paypal Canada account that is verified and active. Primary currency is US$ but not being located in USA there are restrictions. All our buying and selling business is in USA. So we receive US dollars on Ebay via Paypal. We pay for products purchased in USA with Cdn bank US dollar Visa. We are losing 6% in exchange surcharges as now we have to transfer Paypal balance into Cdn $ bank account and then again into our Cdn US dollar bank account to pay off our purchases. Both times there is a surcharge over actual exchange rates.
Can we get Paypal Canada to accept a Payoneer account in US $, transfer into it and use it to pay Visa in US $?
Is there a better way with Payoneer?
