Payment From Upwork Got Cancelled By Payoneer

Hello,

Few days ago, I tried to transfer some amount of money from upwork to my payoneer account for expedited card shipping. But didn't receive it. I contacted upwork for this issue and said my transaction was cancelled by payoneer. Can anybody help me understanding why my transaction was cancelled and set up payoneer account accordingly?
