US Payment service has not activated, been waiting for over a month.

Ive had the payoneer card for about 3 months now and have contacted several times to payoneer for the activation of my US payment service but payoneer has not responded. Ive been waiting for too long. I know that payoneer has sent me a card and incurred a cost on my account however if I am not able to get a service on my card it will be all in loss. Kindly activate my service I intend to use this account for long term and primarily. my complain reference numbers are; 160205-007803; 160128-007432. I dont know what you call 3 business days there but down here they are not equal to a month.
