    Then contact Payoneer Staff ASAP!

Also, check your Paypal/Skrill/Payza/HiPay or any sort of service that you linked your card with, and check if you have any Authorized Payments, any recurring payments, any subscriptions, or the like, and check if you had sign up for any Free Trials that had ended, and they're charging you after that.

Disable any such authorizations from your account and cancel all trials you got yourself into, otherwise hurry and contact the support here before it's too late.

    P.S:
I'm not sure where you are, but Google Singapore branch is responsible for handling the Australian Market to lower their taxes ratio and not to pay a penny to the Australian gov't, so that might be genuine too, if you're using Google Apps for example or something of that sort.

You don't need to cancel anything if Payoneer canceled your old one, and will send you a new one. And yes, if you request a new card because yours got stolen or been compromised, then you have to pay for the fee if the issuance, which is honestly very low, and you'll get a new one for free once yours gets expired.

Still, if I were you, I would still go through all my Google Apps, emails, services and check if I had subscribed to something, and also it could be a service you got from Google Store on your Android Smart Phone, as Google Checkout manage the recurring payments for Android Apps on the Play Store, so check that too.
