Bank Transferring Fee

I am wondering if I cancelled my Payoneer master card and only use the local bank transferring service, do I still have to pay the card maintenance fee? it says in here
MainPage/Fees.aspx
under "Pricing And Fees" and "CARD ACCOUNT"
Annual Account Maintenance is $29.95 so if I canceled my master card and only use the bank transferring, do I still have to pay this Annual Account Maintenance fee?

    The Global Bank Transfer Service can only be used to receive payments from official partners of ours. These are sites that offer payment via Payoneer and support the Global Bank Transfer Service.


    Indeed there is no maintenance fee, and you pay only per payment sent to your bank account (with costs starting as low as $2.99 per payment). You can read more about it here:

    but it was answered a couple of years ago, I am wondering can we receive money from anyone now not just from official partners?
