unable to approve my 3 years old account

Hi,
i have created an account in payoneer 3 years ago .but i didn't use it since.
now and after 3 years ,i want to use payoneer card to receive my payment throw it but it's say "Your application is currently being reviewed. You will receive an update within the next several business days." it have been a month now !!
i have contacted to the support service but they told me that they will be able to process it once you have a pending payment available from Upwork.
i don't know what that means i just want to receive my payments,and i am not able to create a new account.
please how can i fix this ? should i disable this account ? please help i need to receive my payments as soon as possible .
