Why my Payoneer Card annual fee taken twice in the same year ?

Hi,

I loaded my money from 2checkout today and everything works fine but when i logged back into to my Payoneer account the annual fee has been placed but Payoneer already charged for this service on 2/15/2016 and now again why :'( is this is any kind of mistake ? Please refund my money.
