I want to reopen my account after it was cancelled

Hi Guys,
i have contacted costumer support many times to cancel my account so that i can reopen it with my new details i can't even open my messages in my payoneer account and whenever i loggin to my payoneer account it says your password expired please change it but when i put deails to change it i recieve an email that password change unsuccessful. I want to cancel this account and reopen new account to use it with my freelancing website. Please help?
