Receive funds from another payoneer user ?

Yesterday I linked my card with my Payoneer online account. before activating my card, i linked my US bank account to Paypal and paypal sent me less than $1. Although i have not received any payment from Upwork or elance so on.

Now my question is "Am i eligible to receive funds from another Payoneer user? In my Payoneer dashboard I have a option "Pay"

Please advice me.

    As far as i know, yes. You can recieve payment from other payoneer account holder. Also you can send money to others.  ;)
