How to get a refund?

I had a bad experience with a freelancer who did not deliver my product and refused to refund me the money. Unfortunately he asked me to bypass freelancer.com to avoid being charged fees from the website. I also paid for the product before I created my payoneer account so I have no idea how to get my money back. Its been quite some time and I haven't received any response from payoneer either.
