Annual fee is not being deducted

My Payoneer annual account maintenance fee was not deducted for 2015 in November as usual. When I contacted an agent he said that this might be due to the fact that I renewed my card in May 2015 and the fee deducting month must have been automatically reset to May. It's May 2016 now and the fee still has not been deducted.

1) Will it be deducted in November 2016?
2) If so will the annual fee for both 2015 and 2016 be deducted at the same time ($29.95 x 2)?

I have contacted several agents about this matter but they say since the system is automated nothing can be done about this nor can they tell me exactly when the fee will be deducted, but as of now there are no pending fees for my account. Has anyone had the this issue before? I don't want the fees to pile up. Can an agent please clarify this situation for me? Thanks in advance.
