Troubles getting Amazon Affiliate payments to Payoneer (Non US resident)

Hi,
So I know people outside of US who get their affiliate payments from Amazon to their Payoneer, there is also information about this all around the net. I set this up for my Amazon account and was about to receive my first payment but they send me a gift card instead. I email and asked why and this is the reply I got:
"

Message From Customer Service
Hello,
This is Joel from the Amazon Associates team. In order to qualify for the direct deposit of your Associates earnings, all three of the following conditions must be met:
1) Your payee address must be in the United States
2) Your bank must be a United States Financial Institution
3) You must have a U.S. tax ID number or a Social Security number.
Since your payee address is in Sweden, payment by direct deposit isn't available to you. However, you still have the option to be paid by Amazon.com gift card or check."
I do not understand, many people use this so why can't I? I am located in Sweden and I have had all my tax information and ID approved on my Amazon account. My account is many years old.
Please let me know how I can solve this, is there a workaround? Thanks!
