My payments will be declined. URGENT help please!

I received an email from payoneer support today but can nor reply them so I couldn't write an answer. It says that payoneer cannot accept payments that were made by sellers on behalf of their customers. My first payment has been approved as a one-time exception however additional payments will be declined. I am an Etsy seller and I sell personalized printable digital files sending via email on Etsy. Please help me and tell what did I wrong. Which section should I select when sending the order request: One time payment and then design work? Is it because of that?

    It sounds slightly confusing what is being said. As far as I know, you can receive payments from Etsy directly through Payoneer using the Global Payment Service details we provide. This would be the best option to go with as it doesn't require to have your clients to pay you directly through Payoneer, making it easier to process large amounts of payments at once rather than send multiple individual payment requests. 

    You can view your Global Payment Service details by going to the “Receive” menu and selecting the  Payment Service tab with the relevant currency.Once you have the details, log in to your Etsy account in order to set up a payment to your bank account using the details we provide. 

    This is the ideal way of receiving payments from Etsy from what I have gathered from users I have talked too in the past.
