How Can You Actually Load Your Payoneer Card Yourself?

The payoneer debit mastercard is great for its simplicity. However, it's proving useless for me because I can't actually figure out how to load it.
I have a few thousand dollars US in my paypal account that I want on my payoneer card. Paypal does not allow withdrawl to payoneer, ok fine, but is there any other way I can get the money into my account?
