Adding bank account details problem for bank transfer?

I have contacted customer care with live chat they made a complain then after few days I got mail that "This is to confirm that advanced services have been re-enabled for your account.

Then I again added my bank details yet it was not working. Again i contacted customer care about my problem they hold me few min then inform me it is not possible to using bank transfers service in my account. i asked them why? what is my fault? they ans me just sorry. Others user using this service from our country (Bangladesh). now what should i do? anybody help me please
