Unsuccessful Payments to Fiverr but My Card is Charged! - Why???

Hello

On 7/23/16 I tried to Pay for my order to Fiverr seller

I had input all my Card details accurately and pressed to proceed

My Card was charged right $21 by Fiverr but i could not place order successfully or Fiverr said

"There is an Issue with Payment, Please contact Fiverr Support!"

Again I tried to make Payment $21 but faced the same issue like

"There is an Issue with Payment, Please contact Fiverr Support!"

After that I checked my Payoneer balance and noticed two payments taken out from my Card by Fiverr but these transactions are on Pending transactions

I contacted Fiverr support but they said it's an issue with my Payoneer Card and they recommend to contact Payoneer to find out what is wrong.

I don't know on which department I will send Message to Payoneer

Please help me out how to resolve this issue
