Payment request declined again and again

Hi All!
I created the payment request, my client paid it but it will immediately declined.
I reached Payoneer support (via Live Chat) and they said - 'we don't know, some "technical issue", just create new payment request and we will track it'.
Okay, I've created new payment request, my client paid again, and it will again declined. I reached Payoneer support (via Live Chat) again and ask them to track my requst but they only said - 'we don't know, some "technical issue", we will forward your issue to technical department...'. Sorry, Whaat?
I also created support requests with my issues but there is a silence.

Are there any REAL technical employees who can help me? Why my requests declined, what is going on?
