Payment processing takes a lot of time

Well i've received payoneer card and sent payment request to my client.выставил request клиенту.
And he paid that payment via bank transfer.
Payment was loaded to system at 07/08/2016 but still is not available.
( i can see it in "payments history)
And almost month passed...
I wondered about payment after week has been passed asking why payment is still reviewing.
And week after i received answer that they need extra ID information. Ok, i sent my international passport (although i've send russian passport before).
One more week passed. And payments status wasn't changed. And i asked again. Several days passed and they sent me some document to fill (payments amounts, payments' regularity and etc). Ok, i filled that form and sent it.
But still no result. Funds still are not available. And i wonder if it is regular workflow, and acceptable period to review payment. Or

Hello I do have a Payoneer account just now and one of my customer paid me...
Payment was done 8 days ago and money is still on hold...
customer told me that his bank paid already to Payoneer and Payoneer
just sent me an email that says.
Dear Juan Garcia,
A payment sent to you is currently on hold.
Payment ID 29125321
Sent By [email protected]
Amount 1000.00
We have asked the payer to verify their identity by providing further documentation. In the event that the payer does not provide documentation within 7 business days, the payment will be rejected.

WHAT IS THAT ? WHAT COMPANY ASK FOR ID, PASSPORT, DRIVER LICENCE ?

I faced the same issue and lost the client trust on Payoneer. Client was worried to send the Goverment ID to Payoneer because she says, even paypal don;t ask such information. I am confused in it. She sent payment via Wire which was very expensive for me.0
