Any surcharge for Alipay payment?

I found a shipper help me send goods from China to Amazon FBA, while proceed payment, it shew that needed 1% surcharge. It would costs a lot if everytime charge me 1%. Is the payoneer problem or Alipay problem?

    If you are receiving payments through the US Payment Service details, there is a 1% fee of the amount you receive. This only applies for payments receiced in the US currency. Euro, UK and Japanese payment service details do not incur any fees for receiving payments.
