Can't receive payment from another Payoneer user

Hello!

It turns out I can't receive payment from another Payoneer users. If I understand correctly, in order to do this, I need to enable card to card transfers somehow. I've been receiving payments from Upwork and through Request a Payment options, though.

Also, I appear to be unable to send payments (I just don't have this option on menu).

So, the question is:
How do I enable card to card transfer? (I've been receiving payments from Elance/Upwork for almost a year now)

    If you have been receiving payouts for over a year, the service may have been limited to you at some point during that time frame. This can easily be reactivated by contacting a Payoneer Customer Care representative in order to be assisted in re-enabling the service for your account.
