ATM did not dispensed cash

Yesterday I have made 3 transactions .
First transaction was failed but ATM deducted my balance.
Second and third transaction was done successfully.
I contacted the bank manager but he said I should contact to payoneer.
Now I want to fill payment dispute form.
I sent message to customer support but there is no reply and all chat is not available due to high amount of queries.
Spent 2 stressful hourYesterday I have made 3 transactions .

I messaged to customer support but there is no reply since 15 hours and also waisted two stressful hours for live chat but was not assigned an agent.
