Actual Fees for the New Chip and signature Payoneer Card

I had the old no chip card that I got from Fiverr and made a request for the new chip and signature card as I am expecting to travel to europe soon. When I asked for the new card, the customer support agent told me usage fees will be the same as for my old card, no difference. But after activating the new card, the fees schedule that shows on my account is totally different ! i.e. : $3 monthly maintenance fee vs no monthly fees with the old card (as long as you keep it active). Is it just a mistake or have you changed the fees policy ? Thank you for your support.
