is this normal?
What should I do to make sure it gets the card?

    Please note that sometimes postal delays cause the card to arrive later than expected. Please wait till November 29 and if the card does not arrive by then please contact our support department about issuing a card.

    If the estimated shipping date has passed, it's possible the card was delayed in your local postal system. I would suggest contacting our customer support department to arrange delivery of a new card: http://www.payoneer.com/contactUs.aspx
