Pending Authorization (Pre-Auth Transaction)

Hi there.

Short: I wanted to withdraw money from an ATM and the machine started processing as usual and my card was pushed out, and a message was displayed, saying something like “Sorry, not enough funds“.
(As I calculated, I'm pretty sure that I had enough funds to withdraw (including the withdraw fees, so that's not the problem here).

Then checked my Payoneer balance. The funds were deducted from my card and when I opened my Payoneer transactions history, I saw that my funds are under "Pending Authorization" (Pre-Auth Transaction).

What does it mean? Has anyone run into the same problem?
