When does the annual fee occurs?

I know theres $30 annual fee, but when does it exactly occur? The date I registered or some specific date of the month?

    Okay what the hell! I've read somewhere on the forum that annual fee hits January. I just got charged $30 when I have barely used payoneer at all. I didn't even had the mastercard 2 months ago. Now I wont get surprised I will get charged another $30 the first day 2017. I am so pissed right now. Please someone elaborate...
