Money not received to local bank instead it transferred some other USA account URGENT

HI

I got money from peopleperhour to my payoneer account. I have got a mail saying money will be credited to local bank within 24 hours, i still didn't get my money to local bank and i don't see the balance in my account. its been deducted. I dont know how. But in transactions i do see my money is transferred to below details. Has anyone faced this kind of issue ? How to proceed with my query. As always tried calling the customer care support, it was so bad not able to connect to any executive

Merchant Name Withdrawal to Account Withdrawal
Merchant Location New York NY US

Transaction Number 5119851
Transaction Type Withdrawal to Account Withdrawal

BTW my local bank is in India. please help me solve this issue
