Why was I charged $29,95 usd anual fee if my account is not even 1 month old?

Hello,
So recently i created my account here at Payoneer and transfered some money to the account. Today i checked my transaction history and it says that i got deducted $29,95 USD from anual fee? What the f*ck?
My account is not even 1 month old and i got deducted $29,95 already for annual fee?
It's just not fair, i want my money back!

The annual fee is for the next year. They charge it as soon as there are available funds. When I created my Payoneer account I also was charged for the annual fee for the year ahead0

Will they charge it from my local bank account even if I do not deposit any funds to my Payoneer account? I am really worried because I don't know if I am going to use Payoneer and I don't want to pay almost $30 for nothing. To me, it's really a lot of money. Also, if relevant, I do not have a Payoneer card.0
