No arrived card in 6 Months! Money in an unactive account! No Reply from Customer Support!

Hi, I am in a very complicated situation and cannot get any response from the Customer Care!

At first I applied to payoneer from a referral and waited to my card arrive 2 months, but it didn't arrive. Then customer service suggested to apply with a new mailing address. I did it in 1st of June 2016. And the new one didn't arrive neither.

Now I have money in both of these cards' accounts but I cannot withdraw! Should I apply for a new card via DHL? Will I be able to transfer the balance from this unactive accounts? Can I cancel these unarrived cards?

If I cannot get any response from payoneer team soon, it will be a legal issue!
