Replaced New Card & First Transaction: ATM didn't dispense cash

I belong to Pakistan and i've been using Payoneer for last 3-4 years. My first card got expired and i ordered a new one which i had received last week. I went on to make the transaction on 13 March, 2017 in MCB Pakistan ATM where i've been generally going for Payoneer and suddenly this happened to me which i never observed before. ATM looked going well to make the transaction but it didn't dispense cash. I filed a dispute with bank having advised wait for 48 hours as well as contact Payoneer. And now its been three days and i see

Checking my Payoneer account, i was charged with $202.59 amount already but transaction is pending authorization. Now after two days, i see its still pending but also observe two more replica transactions one for Debit first and second for Credit respectively (Check: So i felt its reversing but i don't see any change in card balance it stays there at $22.

I would like to understand this whole scenario as i'm not sure what to do to get my money back. I'll fill today chargeback form and submit that to Payoneer as well.
