How if the payment declined

I know my payment declined by payoneer since the online seller told me. And I never get the stuff that I ordered from my online seller. There is no notification I received from payoneer, although in this case I was the PAYER! Last email I received is the payment under review by payoneer. How if the payment declined? Whether I still be charged?? Please explain and tell me your edperience.
