Hello,
I deactivated my account a month ago and then i reactivated it now, i contacted live chat and they helped me out but it says that my card is blocked and they are not responding to emails and i don't want to wait till Monday any ideas how can i solve it?

If a block was placed on the card, contacting Payoneer support is the only option in order to regain access to the card.
Double check the expiration date of the card as this might be the reason why you are unable to activate the card. If the card is in fact expired, you will need to order a new cardHappy and willing to answer general questions.
