A payment was rejected due to "Rejected due to VBV/SecureCode" how to handle this?

I got a payment from a client in Sri Lanka. But the payment got rejected due to "Rejected due to VBV/SecureCode"
What steps need to be done to get past that VBV/SecureCode issue?

Is that payment will refund to Client ?0

The payment should return to the client in a matter of business days. If it does not they should speak to their bank or card issuer.

In this case, the charge attempt by Payoneer was not approved by the loader's card issuer. In order to resolve the issue the loader of the payment was asked to contact their card issuer for further details.
